<p><strong>**MYOFASCIAL RELEASE</strong></p>
<p>Myofascial release (MR) may not be performed by chiropractic assistants. A CA is not trained adequately to perform myofascial release. MR requires detailed knowledge of anatomy and an understanding of fascial planes and referral patterns. Often MR is accompanied with pre and post testing of range of motion and depending on the test results a different area is addressed to fully address the condition. MR is part of massage therapy and may be performed by a licensed massage therapist. (3/21/13)</p>

<p><strong>**QUANTITATIVE FUNCTIONAL CAPACITY EVALUATIONS (QFCE)</strong></p>
<p>QFCEs are not within the chiropractic assistant scope of practice. The QFCE requires the doctor’s clinical judgment for evaluation and performance. CAs do not have the required training for this. The board also determined that QFCEs may not be performed by a Certified Strength and Conditioning Specialist (CSCS) under the OBCE’s “Any Trained Person” policy, thus a CSCS may not perform this as part of the chiropractic clinic’s services in or out of the clinic. The QFCE has to be performed by the chiropractic physician (or other licensed health provider within their scope of practice). (3/21/13)</p>

STANLEY RICKS retired as of March 12, 2013 from his &#8220;Wellness Practice&#8221; in Grants Pass, Oregon. Dr. Ricks attended WSCC and graduated in 1957. He got his Chiropractic license on Aug. 5, 1957 and served his patients for nearly 56 years.</div>

<div>Over the years Dr. Ricks has been a member of the several associations that included OACP, OCPA, ODOC and OCA.  His wife, Jan Votruba, DC practiced with Dr. Stan at their &#8220;Wellness Practice&#8221; in Grants Pass and is pictured with Dr. Stan.</div>

<div>Over the years, Dr. Ricks has served as the President of the &#8220;Council on Orthopedics&#8221;, President of OACP District 7/Southern Oregon, and was one of the founders of ODOC.</div>
<div></div>
<div>Dr. Ricks has been honored at our past conventions for his service and was honored in our Jan/Feb 2012 Member Newsletter. We thank him for his contributions and leadership to Chiropractic in Oregon. We wish him all the best in his retirement and have given him an &#8220;Honorary Membership&#8221; in the OCA. We hope that we will continue to see him at Conventions in the future.</div>

<div>Jeffrey Dee Dieter passed away suddenly Feb. 26, 2013, in Vilcabamba, Ecuador, where he and his wife lived since retiring in 2010.</div>
<div></div>
<div>Jeff was born Oct. 9, 1949, in Ellensburg, Wash. He graduated from R.A. Long High School in 1968.</div>
<div></div>
<div>He is survived by his wife, Jody Marie; a son, Jeremy Dieter; his mother, Mary Jane Dieter; two sisters, Wendy (Stan) Rice and Tami (Fred) Anderson; and two brothers, Jody (Danita) Dieter and Jon (Barb) Dieter.</div>
<div></div>
<div>He was preceded in death by his father, A.J. Dieter Jr.</div>
<div></div>
<div>Jeff graduated with a Doctorate of Chiropractic Medicine from Western States Chiropractic College and went on to establish a successful business in Portland assisting retiring doctors in selling their professional medical practices.</div>
<div></div>
<div>Some of the happiest years of his life were spent living in Ecuador where he embraced the people and culture and enjoyed the adventures of living in a new country with his love, Jody Marie.</div>

<h3 align="left">Form 827 can serve as the patient&#8217;s written notice of an on-the-job injury</h3>
<p align="left"> The Workers’ Compensation Division (WCD) has received feedback from providers who have had Form 827, &#8220;Worker’s and Physician’s Report for Workers’ Compensation Claims&#8221; returned by the insurer. The insurers indicated they had not received Form 801 from the employer, and therefore did not have a claim. Not starting the claim process upon receiving Form 827, even if they haven’t received Form 801, is a violation of Oregon workers’ compensation law.</p>
<p align="left">
<p align="left">A signed Form 827 is the patient’s written notice of an accident which may involve a compensable injury/disease. The first provider must submit Form 827 to the insurer within 72 hours. If the provider is unable to determine who the correct insurer is, he or she should contact the Employer Index line at <a href="tel:503-947-7814" target="_blank">503-947-7814</a>, or look up coverage online.</p>

<p align="left">Returning Form 827 to the provider is not an option for the insurer. The patient and the employer are still required to file a Form 801, but insurers are notified of the claim when they receive the signed Form 827.</p>
