William Schneider, DC - President

Dr. Schneider specializes in family chiropractic care but he also focuses on athletic and trauma injuries from auto accidents and other accident injuries.. Dr. Schneider has practiced for 32  years and always  strives to stay current with all the latest techniques in Chiropractic so that he may provide cutting edge treatment for his patients. Dr . Schneider has special interest in Public Health and serves as co-chair of the OCA public health committee. 
Currently Dr. Schneider is experienced in the application of the FAKTR treatment Protocols and is certified in Chiropractic Biophysics and the Nimmo Receptor Tonus Techniques. The FAKTR system of treatment involves the use of special instruments and Kinesio taping to help speed repair of injured muscles and ligaments. All of these techniques allow Dr. Schneider to achieve excellent results when treating folks with all types of injuries. Just recently Dr. Schneider received his Certification as a Healthexcel Metabolic Advisor. Healthexcel is a new cutting edge system which allows Dr. Schneider to advise clients as to their ideal diets so that they can attain optimal heath and weight control.


Christopher Zander, DC - Vice President

The support the OCA and its members are contributing both locally and nationally have resulted in incredible gains for our profession. Working closely with many great mentors and colleagues I have a strong understanding of the effort required to contribute to this growth and the challenges we face along the way. In order to continue these gains, I will strive to serve the OCA by representing all ages, genders, techniques, and philosophies from all regions of Oregon in an effort to give back to our colleagues that have given so much to their patients and the profession. Dr. Zander serves as the Chairman of the OCA Social Media Committee.

Jan Ferrante - Executive Director - Convention Coordinator

Jan has been the Executive Director of the Oregon Chiropractic Association since it was founded in 2008. Before that she was the Executive Director for the Chiropractic Association of Oregon (CAO) for seven years. She has been a Certified Chiropractic Assistant for over 30 years and a Licensed Insurance Adjuster since 1990. Jan was CAO Chiropractic Assistant of the year in 2003 and 2004. She has taught DC and CA continuing education around the state as well as at CAO conventions in the past. She taught “Understanding Automobile Insurance Terminology and the Injured Patient” (2001-2002) and the “ABC’s of Being a CA Professional” (2004). Jan grew up in Portland and was married to the late Dr Don Ferrante, past OCA President.



Laurie Hubbell-Smith, DC - Director

I have been a practicing Doctor of Chiropractic for 20 years. I graduated from Life Chiropractic College West in March of 1996.  I currently hold active licensure in California and Oregon.  I am a first generation chiropractor dedicated to serving the health care needs of the people in my community.  My practice is known as "Journey Through Healing Chiropractic Center, LLC".  My son Vernon Troy Hubbell, DC joined the practice in 2016.  My daughter and granddaughter are currently attending Life Chiropractic College West. 

I was asked to say why I would like to serve on the board of the Oregon Chiropractic Association.  It is a simple answer: the greater need of service for ones fellow is an honorable task that should not be shirked, nor ignored.  It is an honor to serve on the OCA Board of Directors.  It is my hope that I can make a contribution to the advancement of Chiropractic Health Care and in turn further support this profession.  Our goal in our office is to provide quality chiropractic health care to as many patients who enter our office, educate them regarding chiropractic health care so they can educate others.


Michael Miller, DC - Director

It is a priviledge to accept the position with the OCA Board of Directors.  I married into a fabulous chiropractic family in 1985, who have all been friends and mentors for many years.  I graduated from Western States Chiropractic College in 1991 - and have been practicing in Oregon since.
I have served as a member of the ODOC Board of Directors, as a member of the OBCE "Rules Advisory Committee" - and was honored to serve as a member of the inaugural OCA Board of Directors, filling the office of secretary for 3 years.  The chiropractors in my wife's family have made significant contributions to the state of chiropractic in Oregon - with many of them serving on the Boards of both state and national associations.  My past service experience has taught me that we are all "standing on the shoulders of giants".
As I serve on the OCA Board of Directors, my main focus will be to maintain a seperate and distinct scope of practice - but take advantage of opportunities to improve communication with other disciplines, while working on removing the barriers that prevent good patient care coordination.

Eric Hubbs, DC - Director

Dr. Eric C. Hubbs was born in New York City, and grew up in Ann Arbor, Michigan. He graduated from the University of Michigan’s Honors College in 1977, with a Bachelor of Science in Microbiology. While in college, he studied biology at the Albert Ludwig University in Freiburg, Germany. He also became fluent in German and French.After attending graduate school in Epidemiology and Public Health, and working as a Microbiologist for the Veteran’s Administration, Dr. Hubbs attended Palmer College of Chiropractic. He graduated Magna cum Laude in 1985.Dr. Hubbs practiced for 10 years in Louisville, Kentucky before moving to Oregon in 1995. He has been practicing in the Beaverton area ever since, and quickly added Spanish to his repertoire of languages to meet the demand for it here. In 1988 Dr. Hubbs learned about a specialty in chiropractic care called Chiropractic Biophysics (CBP). He began to study this approach to spinal biomechanics (the study of how spinal architecture affects spinal motion and overall health) and to use it in his daily practice. Upon completing an extensive course of study, he was made a Distinguished Fellow in Chiropractic Biophysics in 2003.He earned additional post-graduate certification in the specialized evaluation and treatment of spinal trauma (CCST) in May, 2006, and is currently seeking Advanced Fellow status in CBP. In 2014 Dr. Hubbs was elected to the Board of the Brain Injury Alliance of Oregon, where he both assisted with organization of the 2015 annual conference, but also presented at the conference, speaking on nutritional approaches to managing brain injury and the Glutamate cascade.


Harlem Quijano, DC - Director

I am excited to serve on the OCA Board.  I am a proud Filipino-American having immigrated here in the early 70's.  What a decade!  In short, I was raised in the Willamette Valley.  Shortly after graduating high school I embarked on a military carreer spanning 4 years in the United States Marine Corp.  I promptly went back to school to major in Chemistry, having earned my degree from Willamette University.  A short stint at OSU (Go Beavers!) for post-BACC work in Biochemistry, led to one year of post-grad work in Biochemistry.  I had a change of heart midway through that year and decided I wanted to go into healthcare, since I was from a family of healthcare workers.  I attended Cleveland Chiropractic College, all the while working in the phamaceutical manufacturing field in the Los Angeles area.  Ironic, I know, but it's a living.  I matriculated at the end of 2004, but didn't start work as a Chiropractor till 2007!  I think my main focus is to establish, and in some cases, solidify a chiropractic presence in our nation's hospitals and clinics, or, at the very least in the great state of Oregon.  This is beneficial for those soon to be graduating as job prospects become greater. We lose too many great chiropractors to attrition from unyielding economic pressures to pay back student loans and make a decent living.


John Paul (J.P.) Whitmire, DC - Director

As a young athlete who participated in many different sports, Dr. John-Paul Whitmire soon became well acquainted with the field of sports medicine and the role that Chiropractors can play in helping people get healthy and stay healthy. Dr. Whitmire graduated from Camas High School in 1987, completed his undergraduate studies in Washington, and then earned his Doctorate in Chiropractic in 1994 from the University of Western States located in Portland Oregon. He is proud of his family’s history of serving Salem communities. Dr. J-P Whitmire lives in Salem Oregon with his wife, three children, and their immediate families. He was an Eagle Scout, Jr. Assistant Scoutmaster, honor roll student athlete, and lettered for multiple sports teams. He enjoys camping, fishing, canoeing, and all types of sports. He prefers to be playing or coaching but also enjoys watching. When he is not in the office you can usually find him shooting hoops, coaching a team, hanging with his family or donating his time in the community.

Allen Knecht, DC - Secretary

My full name is Allen Gregory Knecht and I was born in Colorado Springs, CO. My family eventually moved to Michigan where I grew up. I received my undergraduate degree in Medical Technology at Andrews University. I worked as a Medical Technologist for 5 years in Kalamazoo, Michigan before I then moved to Portland, OR to attend Chiropractic College in 1991. I graduated in 1995 and opened my practice that next year. I was inspired to become a healing practitioner at the age of 29 because of a unique convergence of events. My life was on an unrelenting and demoralizing downward spiral physically, emotionally and spiritually. I am currently practicing at Namaste Integrative Medicine. Dr Knecht also serves as the Chairman of the Membership Committee.
